Development Description

** The closing date for receipt of submissions is Tuesday 21st July 2026 ** As per Part 8 of the Planning and Development Regulations 2001 (as amended), Dun Laoghaire Rathdown County Council is proposing to develop Sandyford Civic Park at the junction of Corrig Road and Carmanhall Road. The proposed development is to provide a new civic and recreational urban park. A key aspect of the design is the extensive greening of the proposed Civic Park. This will include abundant tree planting, dense groundcover, a large lawn area and the use of nature based surface water management. The main circulation route will run in a north east/south west direction through the site. All subsidiary circulation will set up a series of smaller spaces creating opportunities for prescribed & incidental use as well as passive and active recreation. A lawn in the centre of the park will provide an open, flexible space for different demands and uses throughout the year. A contemporary bandstand located in the northwestern corner, at the junction of Corrig and Carmanhall Road, will serve to anchor this key intersection. The bandstand will be complemented by a nearby vertical element to the west, creating a gateway-style entrance feature. This architectural element will also act to create a visual reference running through Sandyford Central to the north. Toilet facilities will cater for park users and the broader public. Play opportunities integrated throughout creating incidental play engagement and a specific play destination space to the south west will create a generous play offering in the park. The retained no. 26 building to the southern end of the site will be converted into a covered, active space with a variety of sport offerings and more passive places to sit, linger and observe. The combination of the play space and the covered area will characterise the southern end of the park as the active zone. As detailed in the Sandyford Urban Framework Plan 2022-2028, Specific Local Objective (SLO) 57 seeks to develop a Sandyford Business District Civic Park at the corner of Corrig Road and Carmanhall Road. The decision to select this site was based on its central location within Sandyford Business District, well connected to the Luas and within close proximity to the densest residential zones. The SLO envisages reduced carriageways along both roads expanding into a substantial civic park located at the junction of the 2 roadways. The park, along with the reduced carriageways, is conceived to provide a high-quality amenity space for both local residents and employees. The deadline for submissions is Tuesday 21st July 2026.
